@Ben, the perpetual rumor was (back in the early 2000s and maybe even before the 2001-2002 season on alt.tv.law-and-order), there were plans for an SVU/CI/Mothership crossover that would have related to a terrorist attack (how this involves SVU is beyond me) either that season or the next season. And then the September 11th Attacks happened and it went on the backburner cause it didn't seem appropriate.
I just came here to post it only took over 20 years, a cancellation, and a completely different show for Wolf to get his three-way crossover.
Oh yeah, you're right. I think I did hear about that, maybe on TV Tropes. It would have been early in CI's first season. As for SVU, maybe the writers saw some kind of trafficking angle. Anyway, either NBC or Wolf seem to have been burnt on the idea after that crossover didn't work out.
