Law & Order Organized Crime “New World Order/The Outlaw Eddie Wagner” Recap, Review, Discussion



The two-hour Law & Order Organized Crime “New World Order” and “The Outlaw Eddie Wagner” was full of tension, and peppered with some personal problems for Stabler.   It moved quickly and was packed with a lot of moving parts. 

I generally liked  both episodes but had one major dislike. The likes: It’s an interesting, gritty story with a layered crime that continues to build. There are complex characters and some surprises.  It’s very different from the normal Law & Order-type formula and it exudes a very dark “feel”, both visually and dramatically.  Meloni fits this role very well and is able to bring to life all the emotional baggage that Stabler is carrying.  The criminals also seem less “cartoonish” than in the first season.  The dislike:   The contrived, corny “Kathy wrote The Letter” reveal, coupled with Meloni’s cringe-worthy drugged performance during that scene.  I couldn’t wait for that scene to end.  More on this later. 

No Wheatleys appeared in this episode, although Manfredi Sinatra was  mentioned, along with issues with  the Italian gang.  I suspect at some point the Wheatleys will be entered into the mix. 

A lot happened in these two episodes so it’s best to break down the episodes in key story segments before going into the undercover operation. 

“The Letter” 

It’s finally  revealed what was in “The Letter” that Stabler gave to Benson. In a drugged stupor (not of his own making), Stabler goes to Benson’s apartment.  Benson worries about protocol that must be followed when a UC has been given an uncontrolled substance and wants to call it in. (She doesn’t.) But Stabler says  he and Benson never talked about what happened between them. Here’s how the reveal went: 

Stabler: I didn't write the letter. 

Benson: What? 

Stabler: I didn't write the letter. 

Benson: The letter that you gave me when you came back from Rome? 

Stabler: Kathy.

Benson: Kathy, your wife... Wrote the letter that you told me that you wrote? 

Stabler: Yes. It was her idea. It would be easier to talk when...we see each other after so much time. I tried and I tried, and ... Kathy helped dictate. 

Benson [saying what was in the letter]: That what we were to each other was never real. And that we got in the way of each other being who and where we needed to be. 

Stabler: That was Kathy. 

Benson: And if there was a man in my life, you hope he's the kind, faithful, and devoted man that I deserved. 

Stabler: Kathy. 

Benson: But in a parallel universe... 

Stabler: It will always be you and I. I wrote that. I slipped it in there before sealing the envelope. Liv. (He collapses into her arms and reaches up to stroke her hair.)


I can only conclude that at the time the letter was written, Kathy was hoping this would put the brakes on any deepening relationship between Elliot and Olivia,  and that Benson would move on.  Stabler, however, still wanted her to know she will always be the one.  Why he gave it to her is a mystery to me, now knowing the content.   In my opinion, it was just a way for the relationship to drag on and continue to rope in the Benson/Stabler shippers. But the awkwardness of the now-revealed content of the letter made me feel like they painted themselves into a corner with it when he first gave it to her,  and needed a way out for now.  Regardless, I never cared for the whole “letter” thing to begin with and would like them to move on from the whole Elliot/Olivia “will they won’t they” thing for a while. 

By the way, what kind of security is in Benson’s building that Stabler can just get in an elevator and head right up to Benson’s front door?  Is this normal in New York City? 

Stabler’s Mother

Stabler’s bi-polar mother Bernadette returns (with  Ellen Burstyn reprising her Emmy-winning role from the season 10 episode “Swing”).    She gets arrested when she slaps a child in the park (at one point calling him Elliot) and Sergeant Bell helps to get her out of jail.   Stabler and his kids are surprised to find her house is a mess, filled with cats, and that she fired her caregiver.   It’s clear Stabler’s  undercover work has taken his attention away from her, and his kids also seemed to have dropped the ball.  Stabler decides she can move in with him and Kathleen offers to help in the transition.  Maybe it’s just me, but Stabler seemed upset with his kids when it came to watching out for his mother, but him putting his work above all else is the real issue here.  Hopefully they’ll drop this issue for a while too;  the Stabler family has always been a bit of an annoyance to me. Ellen Burstyn was excellent in this episode, by the way. 

Sergeant Bell

Her wife’s nephew’s lawsuit, which at present is a distraction to the main story, now brings Congressman Kilbride into the mix, and he seems to have his eye on Bell.  He makes it sound like his intentions are good and he thinks Bell has great potential. I can’t help but be suspicious.   They either need to move quickly on this lawsuit issue or just drop it already and move forward faster on what Kilbride wants out of this. 

Nova

Surprise! Nova, one of the Marcy Killers gang, is really an undercover officer, working for Sergeant Brewster.  This is without Bell’s knowledge and she is rightfully pissed.   But for being undercover for 6 years with the Marcy Killers, she doesn’t seem to have accomplished much except for putting her girlfriend in an environment where she gets killed.   Bell helps Nova to decide to come back and finish the UC assignment. 


The Case Recap

Stabler gets deeper in with the Albanians by torching a building where Reggie has already had two men killed to let people know the KO’s are running the city now. (This is after Reggie bites off one man’s ear.) Nova, one of the Marcy Killers, is also there, saying this is the “New World Order.” Stabler wisely kept some of the men’s body parts to help identify them.  

Bell’s task force knows the two groups are only expanding their base and turning Nova is suggested. 

Things get rockier when another man’s place is burned – he says the fire was accidental. The Albanians just took over his protection payments from the Italians, and Stabler waffles on whether the fire was accidental or not. He asks for more time to be sure but Albi doesn’t wait and shoots the store owner dead on the spot and says to call it arson. 

Stabler is feeling guilty about hesitating and “confesses” this to Bell in a church confessional.  Bell later talks to the store owner’s wife who complains about the Albanians taking their money.  

Bell tells the task force that the KO likes to kill and put the bodies on display and destroy the crime scenes.  The eventually find out the two bodies are high level people from the Italian gang. The KO and the Marcy Killers are working together to go after the Italians and their territory, weakened by Manfredi Sinatra’s death,  It’s a killing spree.

Stabler, close to being recognized in a restaurant, with Reggie, are nearly shot when a drive by shooting occurs. Nova’s girlfriends is killed and Nova is hit.  It’s the people from whom the KO’s hijacked their guns.  

Bell tries to turn Nova to their side, and shortly thereafter, Nova appears at the task force and is outed as a UC for Sgt. Brewster. Bell is incensed. 

Jet says the Albanians are headed somewhere with a duffel of guns. Stabler moves to join them and tells Nova to be safe out there.  At a gas station, the KOs and Marcy Killers have a standoff with the Italians with John Kosta present.  Things look bad when the Italians show up with more guns, but Stabler arrives with the rocket/grenade launcher and threatens to blow them all up, calling it the solution to the impasse.  The Italians leave. 

Afterwards, at a celebratory party, a woman sprays something into her mouth and then kisses Stabler.  She’s drugged him and he later stumbles out of the bar, but not after Kosta gives him a cell phone for Stabler to use to keep in touch, also being told to relax, he’s in the family now. 

He stumbles around  outside and finds his way to Benson’s apartment and he tells her to open up. (This is where “New World Order concludes.) 

Inside, Stabler, clearly out of it, discusses “The Letter” (see separate summary above) and collapses into Benson’s arms. 

The next day, Stabler wakes up in Bell’s apartment (her partner Denise is not thrilled about it) and she explains Benson didn’t report the drugging so he still has his cover. 

Later, Albi wants Stabler to help him dispose of another body, by fire.  But Stabler convinces him to bury it in an out of the way place.  He does.  But he’s tipped off Bell  who dig up the body and Stabler explains he doesn’t know who the body is.  He also asks Jet to check out the phone that Kosta gave him – he can’t make calls, he only gets incoming and outgoing texts. She clones it to her laptop so she can further check it out when she gets back to the city. 

Jet finds that the phone has been modified to be stripped of its GPS, internet camera, and microphone. You can’t make calls or track it. From deleted texts she can tell the decryption can’t be broken and is unbreakable but she found a current portion that leads her to a signature of who did the work.  The person’s code name is Malachi.  She asks to attend a “capture the flag” competition that weekend, a hacker community. Malachi will likely be there. 

Bell and Denise meet with Kilbride.  

At the gym, Albi’s wife Flutura comes on strong to Stabler.  Bell also hears who the guy is that Stabler had to bury in the woods.  

Later, a cop pulls Stabler off the street and while he frisks him, a woman says that’s not the guy, the guy that hit her has hair on the top of his head and he’s way younger.  But it’s just a ruse, the cop passed Stabler a message – the ID on the man he buried is Yujac Tristan, with his address. 

Stabler later tries to get into his apartment but is spotted in the act. The building manager tells him the place is Flutura’s. 

Meanwhile, Brewster waits for a meet with Nova and she doesn’t show. 

Back at the task force Jet preps for the hacker convention.   Brewster tells Bell that Nova missed a meet-up and has never done this is 6 years.  When Bell tells Jet to try to track her, she explains she is waiting right outside.  Nova enters and she explains she was at church for Penda, her girlfriend. Nova wants time for the funeral but Brewster says no as Hugo is getting out of prison.  Nova turns in her badge.  Bell tries to talk her out of it in a separate conversation but it appears unsuccessful. 

Stabler explains to Bell that Flutura Briscu’s name is on the apartment of the dead man and he may have been her boy toy that Albi found out about. 

At the hacker meet, Jet goes through the hacker competition and when only few are left she knows who is Malachi.  He runs, Jet chases, but Detective Maldonado  catches up with him and stop him. 

Stabler connects with Flutura while walking on the street and he explains he was told to stay away from her. He doesn’t want to make an enemy of Albi but she says theirs is a marriage of convenience.  She plays dumb when Stabler asks about Tristan.  She clearly wants to get together with Stabler. 

Later, Stabler tails Albi and is surprise when Albi ends up in a gay nightclub.  Stabler tries to make an exit without being noticed, but as he heads out a back door, he finds Albi waiting there, wanting to know why he is following him.  Stabler says he isn’t, he was worried about him after he came to him with that body.  Albi denies being a “fag” and then orders Stabler into the trunk of his car, at gunpoint.   They end up at an isolated area and Albi has a shovel and has a gun on Stabler.  But Stabler manages to talk his way out of it, saying he has nothing on Albi, he holds all the cards. He is only asking for his life and will protect his secret with his life.  Albi backs down. 

Elsewhere, Bell has another talk with Nova (who later says her real name is Carmen) in a church and convinces her to stick with the UC work. 

In  holding, Jet speaks with Malachi and explains how much dirt she has on him and he inadvertently gives her a clue about who he is. She later explains to the team his real name is Adam Mintock, the app he made for the Albanians is called “speak low” and he will give them the decryption key in exchange for a lighter sentence on some “other” crimes. 

At Rikers, Hugo is released and Nova is there to greet him.  He heard about Penda and she says they have to make this right. Stabler and Bell watch from a car nearby and see that Nova is back in the game.  Bell comments with Nova inside the Marcy Killers gang and Stabler in the KO,  they are back on track.  Stabler asks if Brewster and she are good, and Bell explains he wants to be chief of detectives someday so anything that gets him closer to that, he’s good. She might have bigger ambitions.  Stabler exits her car and gets into his. 

At the gym,  Stabler has been sparring with Reggie and Kosta is there, surprised that he turned the woman down cold. Stabler says he would have slipped her a mickey but someone slipped him one.  He adds he wished Albi would have called him, he had three girls back in his hotel room.  Kosta says it’s time to talk business, and Albi moves to go into the other room. When Stabler stays behind, Albi comments to Stabler that he heard the boss, what is he waiting for. Stabler moves quick to join them – he knows he’s finally made it in. 

 











Law & Order SVU “I Thought You Were On My Side” Recap, Review, Discussion

 



Law & Order SVU  “I Thought You Were On My Side”  is a frustrating case for the SVU.  Not only is the perp someone who is well connected with law enforcement and possibly the DA’s office, but the Feds and the Joint Task Force horn their way in and steer the investigation their way. The victim of sexual assault is a victim again of a system that values getting a “big fish”.   Despite the fact that the SVU can’t claim a “win” on this one, this was a well crafted episode that could easily make views feel as unsettled and as unsatisfied as the victim. 

Three months have passed from the events in the previous episode (it is now Saturday September 25), and Benson and Fin have a discussion about how Stabler has gone off the grid - again.  Benson explains Stabler told her not to worry about him.  Benson also admits that she lied to her shrink about whether this was triggering for her  (she said it wasn’t), and how she was doing about the rest of the changes going on. Clearly the last three months have been tough with Garland gone and McGrath taking over. We’ve seen what a massive jerk that McGrath can be and we can only imagine the pressure he’s put on Benson.  The SVU also hasn’t hired a replacement for Kat, so their working with one less SVU detective.  

Stabler asked Benson to trust him, but after what happened with this case, can he be trusted? Rollins has to remind Benson that this Stabler may not be the same man she worked with in the past.  

I really like what they’ve done to increase the drama quotient this season.  For example, Benson re-arranging her office could be forcing us to take another look at the status quo.  Cast changes and bringing in a new boss is another way to add tension.  Rollins and Carisi finally moving forward on their relationship only has viewers wondering if this – or HOW this – will blow up on them down the road.   Anything can happen!

Here is the recap:

Gabe Navarro, owner of a nightclub/bar sexually assaults a singer, Tara Riley, there to perform for his birthday at a private party.  His first assault is in full view of partygoers, forcing her to sit in his lap and putting his hand up her dress.   The second attempt comes quickly afterwards in the privacy of her dressing room, and as she attempts to flee, he slaps her, causing her  to fall down a stairway.   We see her first lying at the bottom of the stairs, then hear she’s been found by a dog walker near a dumpster.  She’s in the hospital and now unable to walk.  

Gabe is “connected” and has a lot of cop friends.  Fin explains Gabe is tight with the precinct and a “made” guy.  He must have pals in the DA’s office, as he’d had 9 arrest for guns, gambling, assaults and the charges always get dropped.   But when the SVU tries to corroborate Tara’s story, no one is willing to do so, and fear of Gabe is very real.  They have Tara call Gabe and try to get him to say something incriminating and he does so, giving them enough to arrest him. 

While questioning him – he’s arrogant – they also collect his DNA. This ties him to other cases – one woman who was left brain damaged and another who is dead.  They discuss this with Tara, Benson warning her the defense will claim the sex was consensual.  

They’re getting ready to turn up the heat when Benson gets a call:  The Joint Task Force Headquarters,  with Sergeant Bell and Stabler, are now involved and taking the case.  They’ve been looking into Gabe.   He’s been involved in drug, arms, and sex trafficking and that Gabe is an advisor to one of their most notorious fugitives: Anton Popkov.  Benson doesn’t care about this, advocating for the victim, and Carisi explains the Grand Jury is set for the next day. But FBI Agent Harrison Clay tells them to look at the bigger picture.  Gabe wants to speak with Stabler and they want to see where it goes, now that they have leverage. Benson and Stabler have a side discussion and she explains the investigation into her crash found nothing.   He explains he can still see his kids while undercover and it nice to not be him for a while.

While Stabler and Benson question Gabe,  they bring out the other cases where his DNA has been found and pressure him enough to get him to agree to help them get Anton Popkov, who will be in his own house in Queens.  Later, Benson explains to Bell and Clay that Tara identified Popkov as being at the party.  Gabe gave them all the info they need to get past the security system there and Benson’s team is ready to move in. 

Stabler later tells Benson the raid is a go, and gives Benson his word he has her back, asking her to trust him. 

During prep, Gabe tells Stabler that Popkov can’t know he’s helped them, and to make it look good.  But despite Gabe’s help, the raid happens and Popkov is not there. He and Gabe have exited through a secret tunnel.  But the police may have been prepared for this too, as they catch Gabe and Popkov as they flee outside the tunnel.  Gabe draws his gun at Stabler and Stabler shoots him. Gabe gives Stabler a wink, as if he expected this.  But Stabler says he didn’t expect Gabe to try to shoot him, and  Benson asks if it was just them trying to make it look good. 

Bell and Clay speak with the press as the SVU watch the coverage.   They think Carisi is arraigning Gabe at the hospital, but quickly discover Gabe is not there, US Marshalls took him as part of a federal warrant. Carisi thinks Stabler lied and they were played.  Benson confronts Bell and Clay – Stabler is not there – and she gets the “it’s above our pay grades” excuse.  Benson is not thrilled and Clay admits SVU got screwed. 

But Benson spoke with Stabler, who was on a burner cell, before he went back undercover, and he swore he didn’t know Gabe was going into Witness Security.  Benson explains she knows Stabler better than anyone, but Rollins counters Benson used to. 

Carisi explains to Rollins that the 8th floor doesn’t know what happened with Gabe.  Rollins says there have been so many changes the last few months, she doesn’t know what is real and what’s  not. 

At a rehab center,  Benson has to break the bad news to Tara, who thinks Benson is supposed to protect HER,  not him.  Despite Benson’s apologies and explanations and saying she is not giving up, Tara explains she has to figure out how to walk again, let alone sing and dance, and Benson can’t help  her with any  of that.  Benson is silent as we fade to  black.

Law & Order Organized Crime “The Man With No Identity” Recap, Review, Discussion


There’s a lot to unpack in the season 2 premiere of Law & Order Organized Crime “The Man With No Identity”. It has several moving parts with plenty of new people. It’s important viewers pay attention, otherwise they may miss how these characters connect.   The cast of characters is certainly interesting and I think this season is off to a good start.

Stabler is investigating drug traffickers, working undercover as “Eddie Wagner”,  and Sergeant Bell is in charge of the operation.    Jet is also still part of Bell’s office operation, which seems very small now.  But before delving in to the new players,  Richard Wheatley’s status is made clearer:  All the charges against him – except one (the murder of Kathy Stabler) – are dismissed.  Strangely, the prosecutor advocates for Wheatley, and it’s obvious Wheatley has pulled some strings.   We also find out later that Angela Wheatley is alive but still suffering the effects of her brush with death in the season finale.   I suspect we’ll see more of these two, especially since both actors names are still listed in the top billed credits.

Stabler’s undercover investigation drags him into a near war with two large, rival drug dealing organizations. Without one of the kingpin’s knowledge (Preston Webb, head of The Marcy Corporation, the former Marcy Killers), members of his crew steals drugs from the other group (the Albanians, headed by Jon Kosta).  Once the Intelligence Bureau become aware of the issue,  Sgt. Bell fights hard to make sure that no civilians get hurt in the crossfire. Her boss (I never know this guy’s name because they  never seem to mention it) backs her up.  Unfortunately, it means she has to work with Sergeant Brewster, her former narco boss, and there is some bad blood between them.  

Surprisingly, the war seems to stop before any shots are fired.  It’s a mystery to the team but, we later find that two rouge “employees” who stole the drugs decided to turn themselves in to Webb, and he makes them apologize to Jon Kosta.  Webb then proposes a partnership between the two factions.   Kosta knows this means no one could touch them. But Kosta doesn’t trust Stabler.  One can only wonder what Stabler will need to do to gain that trust.  And how will Richard Wheatley’s organization fit into all this?  We’ll have continue to watch to find out!

Richard Wheatley is taken from his cell and then to the courtroom for the judge’s ruling on his sentence. The prosecution notes his help on shining a light on the darkest parts of the criminal underworld.  Wheatley is thrilled as all charges are dismissed.  He thanks the defense attorney and his boss “Vince”.  While  Sgt. Bell looks on,  he tells the attorney what a pleasure it was.  He adds to tell Vince he is making plans and intends to do more good than anyone ever imaged he could do and will be the enemy of any criminal organization on earth. He asks his own attorney what happens now, and she explains he goes back to Rikers to await trial on  one last charge. Bell looks frustrated as she leaves and Wheatley asks her where’s Stabler? 

Meanwhile, on the dock, a container is being off-loaded while a group of men watch.  But the police arrive and say they need to inspect the container.  The police enter it and find something, and then hand it to two people on a motorcycle who drive by.    The men waiting for the container begin to beat the men who said they were officers while one of the group of men stays in the car.  As shot is fired and the man in the car exits and runs to help.  The profile looks like Stabler.  More police arrive with guns drawn to break it up.  Everyone exits the container and are arrested.  One of them IS a bearded Stabler. 

Back at Intelligence headquarters, Sgt. Bell challenges how the situation with Wheatley happened.  Her boss says she is there to answer questions.  She has to explain how Stabler – her UC – got arrested as part of the operation.  She tells Chief Kirkpatrick says nobody was supposed to be arrested. She makes her explanation that she coordinated this with harbor control.  Sgt. Brewster argues no one coordinated with them.  She argues he had her UC arrested, and he said no, it was patrol unit responding to a call for help.  Clearly there is an issue between these two and Bell explains Brewster was her commanding officer when she was a narco detective. Bell is asked if this operation is getting her anywhere – how many more months, shootouts in broad daylight and dead bodies floating up in the East River before she moves on these Albanian gangsters? She replies her UC is making headway and is cultivating a relationship with Reggie Bogdani, one of the Kosta organizations mid-level lieutenants. 

In the jail cell,  Reggie complains to the other members if his gang that the cops were suspects. An officer comes to get “Eddie Wagner” – who is Stabler.  One gang member worries what Eddie will say and Reggie thinks he’ll say nothing, and vouches for him. He says back in the day they called him “Eddie Ashes”. 

Law & Order SVU "And The Empire Strikes Back/Never Turn Your Back On Them” Recap, Review, Discussion



Season 23 of Law & Order SVU is off to a fine start, continuing the story which began in the season finale, Law & Order SVU “Wolves In Sheep’s Clothing”.   In that episode, women were being trafficked for sex in exchange for living in safe, comfortable housing.    Dr. Catalina Machado, the founder of “Proud Life,”  was the mastermind behind the scheme, and she cuts a deal by offering up the involvement of many current and former government officials.

It's an amazing feat that this show, starting its 23rd year, has such a high quality production,  a cast with great chemistry, stories that are meaningful, relevant, and compelling, and a fervent fan base.  The episode is engrossing, but right from the start, and throughout the episode,  one can’t help but feel unsettled.  There’s a sense that something is going to go wrong, and that trouble lurks just around the corner for each of the lead characters.  It's a great start to the season and only makes one want to see more. 

It begins with Carisi and Rollins sharing a late-evening kiss in an empty courthouse hallway. Despite the lack of people, it's not the right place to be intimate.   Of course, the old  “lipstick on his collar” got noticed on Carisi.  I’ve never been much of a Carisi/Rollins “shipper” but I’m okay with this story line.  Those two have been dancing around it long enough and it’s time to see if it can work - or not. Maybe the courthouse kiss wasn’t the smartest thing to do if they want to stay under the radar but hopefully they’ll come clean with their colleagues at some point soon.

While Benson is driving and on the phone with Stabler,  an aggressive driver forces her off the road and she’s  injured in the accident.  (Mariska Hargitay’s real life ankle injuries had to be explained, and this scenario worked very well to accomplish that. )   Benson seeing Stabler in her dazed mind instead of the real EMT tells us where Benson’s head is at when it comes to her feelings for him – he’s back in her life to help in her time of need.  Sadly for Benson, it was only her mind playing tricks. 

While we’re on the subject of Stabler, the only time I felt the momentum of the episode was broken was when Benson was questioned by IAB about the hospital shooting of Detective Morales in the Law & Order Organized Crime season 1 finale, “Forget It Jake; It’s Chinatown” .   Benson has to explain that the text from Stabler drawing her there was faked by Richard Wheatley, and feels anyone close to Stabler is in danger because of Wheatley. 

I felt sorry for Deputy Chief Garland.  He feels like he’s being tossed aside (he is).  Benson has unwittingly helped, being forced by (jerk) Chief McGrath to cut Garland out of the loop.   At McGrath’s order, she kept information to herself about an undercover detective, not only from her own detectives and Carisi, but from Garland as well.  She wasn’t aware, however, that McGrath had no plans to have Garland present at the press conference about the arrests of the congressman and other officials.  Clearly McGrath wants Garland out. It was painful to watch how hurt Garland was when he realized he’d been left out of the loop on the press conference. Worse yet, he doesn’t know Benson left him out of the loop on the UC as well, thinking that Benson has his back.  Benson looks guilty, knowing that she didn’t have his back on this.  

And speaking of (jerk) Chief McGrath,  besides having contempt for Garland, he also doesn’t understand that a man, especially one in a position of power, should never tell a female, directly - or indirectly as in the case of a witness - to “grow a pair”.  He also says the DA’s office on the 8th floor has no balls.  It seems McGrath equates testicles to intelligence or courage, and that you have to be a man to have those traits.   He’s a harassment case waiting to happen.  He’s a bully and  I don’t like him, and I suspect that is by design. 

Kat threatens to move to France with her partner Celine if Congressman Howard becomes president.  But it’s Kat’s discomfort with having to get a witness to testify that they promised they’d leave alone that is what is affecting her more.  It felt wrong to her, but Rollins explains that is part of the job and she must get past it.  I don’t think Kat can (and as we see in the next episode, we know she can't).

In the real world, I wonder why someone like Carisi, who is still a relative newbie in the Manhattan DA’s office, would be handling a case against a sitting Congressman.  Despite it being a sex crime, I would think someone higher up in that office, or even an Executive District Attorney, would be running the show.  Carisi does a decent job but it becomes evident at the end of the episode that he could be in over his head.

Somewhat expected, but disturbing nonetheless, was how Congressman Howard – or the power behind  him – worked to take out witnesses against him, even to the point of murder. 

The fallout from the deaths of Ruben Ortiz and Catalina Machado continue in the second hour,  but the first focus is on finding Jenna, the young girl that Howard drugged and attempted to rape at the fundraiser.  Detective Joe Velasco is paired up with Rollins and of course, like every newbie to SVU,  he makes a promise to Jenna’s mom they will find her, and, also like every newbie,  he has to be told NOT to make promises.  He also takes quite a bit of initiative – yes,  SVU newbies all do that too – but in this case it does help them in the investigation.    In order to bring Jenna in, Velasco also tells her a story about problems he had with his dad. Is it a made-up story,  or the truth?  He wants Rollins to think it’s fiction but the look on his face says it’s not.   Too bad Rollins is in a relationship with Carisi; she and Velasco have some chemistry. 

While on the subject of Rollins and Carisi, they meet up in an empty courtroom and decide that, even though the rules say they need to disclose when entering a serious relationship – and they are serious –  they will  keep silent for now.  Meeting like that in an empty courtroom, like their earlier  kissing in the courthouse hall,  was not a wise move if the want to keep a secret.  Haven’t these two ever heard of meeting in their respective apartments to have intimate discussions? 

What I don’t understand is why the prosecution couldn’t use the surveillance footage against Howard to prove he drugged Jenna and attempted to sexually assault her when she was in no condition to consent.  Thankfully, Jenna’s mom saved a dress loaded with Howard’s DNA, and finally they have Howard pinned.  Of course he’s stupid and begins to run at the mouth despite his attorney’s (Gold) warnings, and this seals his fate.  Gold also realizes he’s in deep and offers a deal which would give them an ex-President, the president’s relatives, Hollywood royalty, REAL royalty,  and Silicon Valley billionaires.  (I wonder who they are all implying here – wink wink.)  Of course, the powers that be are a little rattled at this prospect – maybe it hits too close to home for some of them - so they turn their back on going after the bigger fish. Just like reality, we’re not going to get any satisfaction here. 

The real take-aways from “Never Turn Your Back On Them” is how we have to say goodbye to Kat and to Garland.  Fin blames himself for Kat getting shot and coming close to death.  He thinks he should have gone in first.  Kat has always been headstrong and she moved too fast to the door.  Benson says Fin shouldn’t blame himself but maybe Fin should have instructed Kat to slow down. He was standing back from the door and maybe Kat should have stood more off to the side while she tried the door, something she should have learned when she worked as a cop.  At least she wasn’t killed but the incident was the last straw for her.  She was becoming increasing frustrated with working in SVU, feeling that their efforts come too late and often bring  even more trauma to the victims.  It was time for her to move on.  Jamie Gray Hyder was a nice fit for this role but I’m not sure that Kat was ever presented in a way that viewers could warm up to her.  I wish Jamie well in her future endeavors. 

Garland resigns, finding it impossible to continue in his role as Deputy Chief when it’s been made crystal clear that his higher-ups have turned their collective backs on him and hung him out to dry.  Demore Barnes was a fine addition to the cast and it’s a shame that his story line has apparently run its course.  Most  importantly, with Garland out,  (jerk) Chief McGrath is taking over for Garland while he hires a replacement.  McGrath wants Benson and SVU to focus on “real rapes” and not policing the bedroom, an attitude that makes Benson blanch.   She firmly counters she won’t turn her back on any victim.   Yes, there is going to be trouble between Benson and McGrath.

After Fin and Phoebe’s (non)wedding reception, and in an empty courthouse hallway at 10 PM, Carisi and Rollins are kissing passionately. Carisi wonders if anyone at the wedding saw them and says this (kissing in the hall)  is not a great idea. Rollins replies it’s not like the cleaning crew is going to bust them. She asks if it is even real, and Carisi says it seems like it is. Rollins asks – “and tomorrow?”  Carisi doesn’t answer. 

Meanwhile, Fin passes along flowers from their (non)wedding ceremony to Kat and her partner Celine.  Fin explains they can’t go on a “we-didn’t-get-married-moon” as the captain wants all hands on deck all weekend.
