Law & Order SVU “Counselor, It's Chinatown” Recap & Review


This was one of those episodes that left me with mixed feelings. The subject matter was more far-reaching than their normal “one victim per episode” routine, which kept it interesting. The downside:
once the case greatly expanded from the original “Operation Dragon Slay”,  it should have been escalated to a higher authority. It didn't make sense for SVU to take the lead.  With evidence of international human trafficking, sex slavery, extortion, money laundering, and rich people with deep connections, the Feds should have been consulted before going to court or cutting a deal, which would have prevented any surprises for Carisi or Hadid. I can understand Carisi's naïveté, but if the Changs were as high-profile as Hadid indicated, I don’t understand why she didn’t cover all her bases before walking into the courtroom with Carisi.

It's fine that Carisi is still very involved with the SVU but was it really necessary that he participate in the surveillance of the spa at the beginning of the episode? He had no business chasing down one of the women – Mei Mei – as she attempted to flee; he's not a detective any longer.  Worse yet, he used bad judgment by trying to climb up the fire escape, causing her to attempt another way to flee, only to slip and and then dangle over the railing. Had he just waited at the bottom, she would have either had to come down to the street, go up, or go back inside, ultimately trapping her at some point anyway. If the task force had prepared for this take down correctly, they would have planned for having some runners and had officers planted at, or very close to, any exit from the building (including fire escapes). Sloppy police work.

Somewhat predictable was poor Lily getting an intimidating message before she’s set to testify. Her request to use the bathroom marked her for certain death, either by someone waiting in there for her, or by her somehow doing it to herself. I don’t know what the protocol is here, but I’m somewhat surprised that Kat didn’t at least walk into the bathroom with her, considering Lily just got a phone message right before asking to use the facilities.

The DA throws a wrench into Carisi’s case by cutting a deal behind his – and Hadid’s – back. We don’t know if Jack McCoy is still the DA or not, but I can’t believe he would have cut a deal with the Feds, at least not without looping in the Bureau Chief who was in charge of the case. Carisi is obviously pissed that his case was blocked  right at the goal line,  but clearly Hadid was also less than thrilled she wasn’t given a heads up that the Feds were given the case. Who knows, maybe the DA – whoever he or she is – doesn’t trust or like Hadid? Again, had either of them recognized the magnitude of  who and what they were dealing with before they walked into the arraignment, they would have saved themselves the embarrassment.

I was a little confused at the end of the episode when Carisi mentioned that Mrs. Chang agreed to pay off Mei Mei’s debt. Was that part of the original agreement he made with her and is that agreement no longer valid once the case was suspended and given to the Feds? How can he be sure that Mrs. Chang will keep up her end of that deal – or had it already happened before Carisi got to the arraignment?

I was amused during the scene where Benson mentions the languages of which Kat has some knowledge. As I was rolling my eyes at the coincidence that she just so happened to have the exact skills they needed, I said “Of course she does” right as Fin was saying the same thing. It's as if the writers knew the fans would be thinking the same thing.


Here is the recap:

Mei Mei Li speaks on the phone with a man who tells her to speak in English as she must practice. She tells him she misses him. He suggests she come to San Francisco, saying it is beautiful. He says he will send her a ticket. But another woman enters Mei Mei’s room, telling her they must go. A man comes in an orders her to go, and Mei Mei explains to her caller that she has to go, she must teach, and she says goodbye and hangs up the phone and leaves the room.

Outside the building across the street at a table for POW/MIAs,Fin takes a photograph of her and the other girl and man and says they are heading south, toward division. He continues to photograph them. They are out shopping and Rollins, walking her dog, photographs them as they walk around. Later, the two women are on a park bench and the man tells them they should go. One asks for 10 more minutes and he sits down on the bench as Kat is there, posing as a jogger, also taking photographs.


Back at the SVU, Benson welcomes everyone to operation Dragon Slay and Sergeant Joe Chin from the Human Trafficking Task Force. Sgt. Chin says the focus is massage parlors that are fronts for sex slavery and debt servitude; undocumented women are being forced to pay off their families’ debts to smugglers. Benson explains that SVU has been tasked with investigating the Sweet Joy relax spa down on Eldridge. Carisi asks how long they have had them under watch, and Fin replies this one a week; the girls are let out one hour a day, always escorted by Charlie Hu. He’s illegal with ties to Chinatown gangs. Rollins adds they estimate that off-menu extras bring the spa about $50K in cash weekly. Kat says the women keep the bare minimum for food and the rest they turn over to the spa’s mamasan, Evelyn Lee, Korean-Chinese. Carisi comments that she is the manager, wondering who they lease the space from. As Benson shakes her head no, Rollins replies not yet, the buildings and spas are hidden behind a web of offshore LLCs. Chin explains the UCs will pose as clients, the goal is to arrest the johns and management, flip them, and follow the money and they get the owners. Benson states emphatically that they do not arrest the girls; if they talk, great, if not, they offer them immigration, legal, and medical assistance and take them to social services.

At the Sweet Joy Relax Spa on 35 Eldridge Street on Thursday, October 10, Fin poses as a customer while Benson and Carisi listen in the nearby surveillance van, and when the woman says the right words, Benson says that’s it and radios to all units “game on.” They move in and begin to make arrests, and when Rollins tells one girl she does not have to be scared, the girl runs. Rollins radios they have a runner and she is going out the window. Carisi runs out of the van and Benson steps out behind him. Carisi orders one officer to put his gun down as he races to try to catch the girl. He leaps up onto the ladder for the fire escape and climbs up. As the girl tries to escape, she slips her grip on the fire escape and hangs over the edge. He instructs her to grab onto another bar and as she does so, he holds on to her and pulls her back onto the fire escape. Benson, waiting by the van, breathes a sigh of relief.

Afterward, Fin arrests Evelyn Lee who protests the arrest. Kat and Rollins attend to the girls. Carisi speaks with Chin, who tells him a Chinese proverb says if you save a life, you are responsible for that life.

At the SVU, Benson tells Carisi that they arrested four johns who all claim they were getting a massage. Carisi adds that is tough to prove otherwise, and asks who else? Chin mentions Charlie Hu, bodyguard’s last muscle was carrying a .45. Carisi comments they can work with that. Fin says mamasan Evelyn Lee is hanging tough. Carisi comments that there is no surprise there, and, walking up to the observation window from another interrogation room where Evelyn Lee waits, wonders about the women waiting in the squad room. Benson explains they are waiting on a translator for those that don’t speak English and Kat and Rollins are with two who speak some English. She adds that Kat states she’s not fluent but she does have some Cantonese, Mandarin, and Hokkien. Fin states dryly, “Course she does.”

At Corlears Hook Park on Thursday, October 10, Rollins speaks with Mei Mei who says she worked there the last 4 years at different spas. She denies the girls give sex. She says she works hard every day and owes money to mamasan and she is paying for her brother who is in San Francisco. She told him she teaches Chinese to kids and he can’t know.

Jamie Gray Hyder stars as Officer Katriona “Kat” Azar Tamin on NBC’s critically acclaimed series “Law & Order: Special Victims Unit,” now in its milestone 21st season.

Born and raised in Washington, D.C., Hyder studied acting at the University of Georgia where she received her B.A. in theater and film studies. A classically trained singer and actress, her television work has included such shows as HBO’s “True Blood,” “Graceland,” “The Last Ship,” “Rizzoli & Isles” and “Chicago Med.”

In the video game world, Hyder was best known for her ground-breaking role as “Call of Duty’s” first female lead, Lt. Nora Salter in “Call of Duty: Infinite Warfare.” She has also starred in “Killzone: Shadow Fall” and “Need for Speed Heat.”

Hyder is a dedicated supporter of veterans and armed forces, the National Alliance on Mental Illness (NAMI) and works closely with the Call of Duty Endowment (CODE).

Law & Order SVU “Murdered At A Bad Address” Recap & Review


“Murdered At A Bad Address” had more layers than a Dagwood sandwich, and this is what made this episode so compelling. It started with one rape case, which uncovered a serial rapist, and two men who were unjustly sent to prison for one of those rapes and murder. Complicating matters was the Queens district attorney, who made career advancements on those unjust convictions, and who now has dementia. It will take some sleight of hand to get those convictions overturned.

A few layers of this sandwich also included some personal drama for Benson when her half-brother Simon makes a surprise appearance. Simon has been nothing but bad news for Benson in the past. We last saw him in the Law & Order SVU episode “Child’s Welfare” (season 13, episode 16, 2012), and things weren’t working out very well for him at that time. He wants to reconnect with her and get to know Noah, and Benson, likely still stinging from her past encounters with Simon, agrees. But when he stands her up for their lunch date, she fires off a voice mail to him which basically severs all ties. It isn’t long before Simon is laying on a slab in the morgue of our favorite medical examiner Melinda Warner. Now Benson is feeling regret for that voice mail message. It was a perfect closing of the loop for Simon’s story, and it gave fans a chance to have the much respected Melinda Warner back, even if it was only for a short scene. I was never much of a fan of Simon Marsden so I felt nothing for him upon hearing of his death. But I do understand why Benson is regretting that terse message she gave to the only blood relative that she had left in the world. Whether he actually got that message...

The story of the rape victim worked well as it wasn’t just about finding justice for her, but also for finding justice for someone falsely accused and later imprisoned for other rapes and a murder. We got to see Fin acting with confidence, more like a sergeant. Carisi has settled in quite well in as an ADA, making it seem like he’s been in that job much longer than in actuality.

Wentworth Miller makes another SVU appearance, but not in his previous incarnation as Detective Nate Kendall, as last seen in the SVU episode “Unstable” (season 11, episode 1, in 2009). In “Murdered At A Bad Address”, Wentworth plays ADA Isaiah Holmes, who was a former law professor at Fordham.  Holmes - who happens to mention he is gay – uses some trickery with a DA suffering from dementia in order to get an unjust conviction overturned for Carisi. Will this ever come back to haunt him or Carisi? Probably not, as this would like expose the manner in which the DA’s deputies are covering up for the clearly mentally incapacitated DA. One does have to wonder, however, with that huge pile of untouched paperwork in the DA’s office, just how exactly are these deputies covering for the DA? If they truly were covering, they would have never allowed Holmes and Carisi to even get an audience and they'd make sure that paperwork would get done.

This episode reflects improved story telling this season, and the writers did an excellent job in balancing the investigative part of the case with the legal aspects, all while adding personal drama for Benson. I've been enjoying the full use of the cast, the expanded legal coverage,  and the overall visually-interesting production.  The rape victim got justice, and the wrongly convicted was freed, giving those people some closure; normally this would be a happy ending for an SVU episode. But it was hard not to feel deep sadness toward the end of this episode, both for the freed man who stands over the grave of his family, and for Benson, who regrets what may have been her last cutting words to her brother. She can only hope that he never got that message. But we have to wonder – what drove him back to drugs? Benson will likely be asking herself that question for some time, and she may never find the answer.

Benson is walking outside with Noah and asks him if he is ready to teach her some of his dance moves. He says yes, asks if they can get some ice cream as they are right by the cart. Benson questions it as it is before dinner, and Noah says he won’t have dessert after. Benson hears her name called, and turns to see it is her brother, Simon. He says hello and introduces himself for Noah. Benson tells Noah to go ahead and pick a flavor. Simon asks who is Noah, and Benson explains he is her son. Simon is surprised he has a nephew and she didn’t tell him, but he admits that is on him as he hasn’t been in touch. Benson asks what he is doing there, and he replies he moved back to Jersey a few years ago, working at the Carpet King. She asks about his family and children, and he explains he doesn’t know, Tracy took the kids and he hasn’t seen her or them since he last saw Benson. She comments she is sorry. He adds that he thought about asking her to help him track them down but he always ends up making more trouble for her. He just wants to make it up to her and asks if maybe he can take her and Noah out to lunch. She says she doesn’t think that’s such a…as she tries to move away, he moves in front of her and tells her “don’t say no.” He adds he has been clean five years and she is his only family. He wants to get to know his nephew. Benson smiles, and Simon suggests Wednesday lunch, his day off, and she picks the place and time, he can be anywhere. Benson looks at Noah who is sampling ice cream, and she pauses.

At a hospital, Lupe tends to a patient, then later after work is walking home eating ice cream. She hears noises as she walks up the stairs to her apartment in the projects and suddenly is attacked from behind, her mouth covered by the attacker’s hand.

Later, Fin and Rollins arrive on the scene, the crowd taunting them, but Fin informs them they are SVU, not the warrant squad. Inside, Rollins and Fin see the EMTs who are taking away Lupe Perez. Kat is waiting with an officer. Kat explains that Lupe, 14, was assaulted in a stairwell, and she is still in shock. She didn’t want to leave her little sister alone so Kat put a uni with her. Fin comments that Kat got there fast, and she explains it was the 2 train, faster than lights and sirens every time. She adds that CSU is on the way. Rollins asks about Lupe’s parents, and Kat states that her mom works the night shift at the Double Dutch Donuts on 125th. Fin asks about cameras, and Kat replies they are busted, like the elevator, like always. Fin asks if she is a former projects kid, and Kat tells him Gowanus, there is no such thing as a former projects kid. Rollins raises her eyebrows in response and Fin says okay, asking if the girl is comfortable with her, and when Kat nods yes, Fin suggests Kat ride with her to CAC. Kat moves to leave.

At the Child Advocacy Center at 207 East 130th Street on Monday, September 30, Benson observes Kat speaking with Lupe as Carisi enters the room. He asks if there were any witnesses and Benson explains Fin is still canvassing and there is nothing on the rape kit, no semen or hairs. Carisi thinks they are looking at a pro. When Carisi questions that she is giving Kat the lead, Benson states she is giving her a shot; Kat was first on the scene, she rode with Lupe and took the disclosure and Benson is there if she needs her. Carisi comments that Kat doesn’t miss a trick; somebody must have stolen her lunch money once, and Benson adds “or tried to.” Lupe explains the attack to Kat, saying the man smelled bad, like a woody smell, like pencil sharpeners. He said “Ok Chiquita, do it nice for Poppy.” She explains her real Poppy died, and she cries. She says he said if she didn’t, he would go to her little sister. Benson realizes the attacker knows Lupe’s family, Carisi adding this is why he wouldn’t let Lupe look at him. Lupe doesn’t want anyone to know he pulled down her pants. Rollins enters the room and tells Benson that Lupe’s mom is there.

Benson and Rollins speak with Lupe's mother who says she was working; her husband died two years ago so she works extra shifts. She cries and Benson assures her this is not her fault. Rollins explains they think the attacker knew Lupe, and her mom explains she is always in the library or at the school or babysitting her little sister. She asks to see Lupe.
