Law & Order Organized Crime “Pareto Principle” Discussion Topic

This episode was a slight improvement for the season. Hopefully, this episode connects to the crossover that starts next week. If this is not, it was a little on the boring side.
I am disappointed with this season. Some cases I thought were interesting, like the ones featuring Vaughn Davis (Behind Blue Eyes, Blaze of Glory), Eamon Murphy (Partners in Crime, Punch Drunk, All in the Game), and Michael Quan (Chinatown, Blood Ties). It was disappointing because it did not have the eight-episode-arcs that I truly miss. I think if these stories/cases had eight episodes each, the season would have been better, in addition to the season premiere, which was a good beginning (the three-part crossover).

Hopefully season 4 they focus on just one criminal/case with their 13 episodes.
I liked this series better when they had long story arcs. Guess they didn't think that worked well in syndication so they went to this format, or the showrunner changes messed things up? Another mixed up episode where I had no interest.
But what was the Kathy Stabler sighting at the end? I can't imagine she's alive so I guess he's imagining her? If the latter, why would they do that, just to give fans something to talk about?
It doesn't surprise me they gave this a short order of episodes next season.
